California and California Community Colleges Budget Crisis: 2003 Page

On August 2, 2003, Governor Gray Davis signed a budget which finally concluded the stalemate and finally puts in place what community colleges will have to contend with for at least, this Fall.  The good news is that the cuts are not as severe as they were in Davis' January or May proposals.  The bad news is we still have to contend with deep budget cuts and the cost per unit for community colleges will increase from $11 to $18.  There still may be deeper cuts when the State does its mid-year revision in January.  Add to the fact that we have a recall election for Governor, a future court ruling determining how the vehicle license fee can be used and if it can be raised, and the likelihood that a lot of the same budget problems will be revisited again next year, funding allocations and vitality of community college programs in the future is still unknown.  A further obstacle for students of higher education, in general, are the sharp increases in tuitions at the Cal State University and University of California colleges, as well.  Stay tuned for more links and information.

March 12 to March 18, 2003--  On March 17, 2003, thousands of students along with faculty members and staff from community colleges all over the state protested at the State Capitol in Sacramento, CA.  While California Highway Patrol estimated the count to be 5,000 demonstrators, many claim the figure was much higher, some claims including figures of 10,000 and 13,000.  There was significant representation even from colleges from Southern California.  Some elected members joined in the rally as well, including Lieutenant Governor, Cruz Bustamante, who called Davis' proposals of community college cuts "shortsighted and show no vision" (Dan Walters column in the Sacramento Bee).  While Davis was not present in Sacramento during the March, a representative from his office continued to state that Davis has no intention in changing his proposed budget cuts for 2002-2003 and continued to boast that $24 a unit is still less than any other state in the country.  Last week, a mid-year budget with cuts has passed both Houses of the Legislature, one that Davis will sign.  The Bill includes a cut of $141 million that was originally in the community colleges' budget for the fiscal year of 2002-2003.  This definite cut means likely reductions in services here at Chabot for the remainder of this academic year and especially for this summer.   While some coverage of the March considered the incident trivial (an AP article boasts about students having a "good time"), most covered the spirit of the March while also interviewing particular students and staff members from particular colleges who spoke how they would suffer if the cuts and/or tuition hikes went into effect.

News Update: March 4, 2003 to March 11, 2003--  This week's news was mainly mixed.  Last week's rally led by students at Chabot College received local news coverage, demonstrating that students' call for action is being heard.  The best news to happen to community colleges as a whole is that The Assembly's Budget Committee is moving to restore the loss the colleges would have due to the property tax revenues shortfall, going against Davis's wishes when he launched the mid-year adjustment to the 2002-2003 budget.  The past week was filled with more grim news of other community college districts making drastic cuts, closing programs, and issuing out tentative pink slips or definitely laying off a portion of full-time classified, faculty, and administrative staffs.  The most newsworthy is West-Valley Mission Community College District which currently is planning to layoff 86 people.  However, one district, Yuba, reversed some of its lay-offs and program closings this past week.  Last week's meeting of the Board of Trustees of the Chabot-Las Positas District included a discussion of proposing a bond measure before voters to fund improvement to the facilities at both the Chabot and Las Positas college campuses. 

Feb 24, 2003 to March 3, 2003--  This was the week of grim news for community colleges two weeks before the March on March rally.  A shortfall on property taxes revenues, and Davis stating he would not approve the State to make up the difference placed California Community colleges' deficits further, requiring even more cuts.   Furthermore, some college districts in the state have gone ahead and laid off faculty and staff, the worst being at Yuba Community College District with 70 layoffs, while the Ventura Community College district is trying to buy time by sending layoff notices to all of their faculty members, due to a March 15 deadline..  In the meantime, protests and letter-writing campaigns are also happening all across the state, while students, faculty, and staff prepare for the March in March rally on March 17.  New Update:  March 5, 2003-- The Assembly's Budget Committee is making the move to reduce the mid-year cuts up to 38 million, due to the property taxes shortfall.  Read news story "2-Year Colleges May Get a Break," below.
