DECSCMinutes 3-11-2004Time/Location12pm-1pm; Room: DSPS Members PresentKathleen Allen, Norman Buchwald, Arlene DeLeon, Cynthia Hicks, Zarir Marawala (chair), Steve Piatetsky, Norberto Ruiz, Lynn Sandoval. Meeting called to order.Zarir called the meeting to order. Ella's Proposal (PHED 60)When we reviewed Ella?s proposal we did not have a tracking form, we now have the form. Committee approved with reservations. All agreed the proposal needs more substance. Too many assumptions are made in the proposal. Best PracticesCindy: Made a presentation on curriculum based on Best Practices. The Curriculum Committee is in charge of reviewing all curriculums including D. E. course curriculum. Also the Curriculum Committee has statutory concerns connected to D. E. courses. When the Curriculum Committee wrote the policy for D. E. courses and the approval process, they knew it would need to be changed over time. Much of the obligations of the D. E. Support Committee are to mentor faculty. Discussed principles of Good Practices, proposal by Instructor, effectiveness of method, accessibility for students with disabilities examined, students contacts covered and make certain the integrity of the course is maintained. These are only a few of the principles mentioned. It is now time to revise the proposal form. A task force committee was established with Dimitry as Chair. Other committee?s members are: Lynne Sandoval and Scott Hildreth. The task force committee will have the forms and policy ready for the Curriculum Committee?s review and approval by April. Lynne would sign off proposals with the approval of the Support Committee. Zarir: All courses are not suitable for being offered only on line. Instructors should be made aware of other D.E. course options. Cindy: As the state wide Academic Senate states that correspondence courses do not meet best practices. Zarir: Why? Cindy: Research indicates that student discussion enhances learning. Students don?t learn as well when they are only given information. This committee must accomplish the goal of assisting the instructors. Norman: Can we have a copy of the Curriculum Best Practices paper? Cindy: Its on page 10.4 of the Curriculum Handbook. Norman: Who is the composer? Cindy: Policy is on contract web site and the Curriculum Handbook has been negotiated by The Association. Every proposer must present a delivery and be approved. Zarir: Why was there a problem with Nollie and Wayne?s proposal? Cindy: Their needs to be 2 separate proposals with 2 delivery plans and 2 tracking forms. There must be 2 separate reviews. Nollie: Is there rationale for reassigned time for chairperson? Cindy: Ask Karen to do most of the clerical work. Zarir: Can we approve with a consensus? Cindy: I do not look at the vote. I examine the approval if some members have concerns. I will examine those concerns further. Zarir: Felt that Ken?s proposal had a consensus, 1 member absent who approved with reservation. Felt the Curriculum Committee discounted the support committee?s approval. Cindy: Responded that she examines all concerns. Ken Grace's PHED 27[Email dated 3/30/2004 from Zarir regarding Ken Grace's
PHED 27: I have gotten your votes on Ken Grace's PE 27 and I have only
gotten votes to approve and the email from Scott with suggestions. I take from
all I have gotten that this is a unanimous move to approve without reservations.
I will send a signed DE tracking form to Cindy reflecting this decision. If
there are any objections to this action, please let me know by Thursday morning.
