QuEEN Constitution

ARTICLE I  NAME

Section I 

The name of this affinity group is Queer Educators Equity Network (QuEEN).

ARTICLE II  MISSION

Section I 
QuEEN's mission is to provide a welcoming and affirming space to attract, represent, and retain LGBTQ+ employees. We aim to: 
    • Promote an inclusive and affirming workplace and campus climate for all CLPCCD employees, students, and community members
    • Advocate for equitable policies for LGBTQ+ employees and students
    • Promoted LGBTQ+ visibility throughout the District
    • Provide networking, social, and professional development opportunities for LGBTQ+ employees and allies
    • Provide support to LGBTQ+ student clubs and organizations

ARTICLE III  MEMBERSHIP, VOTING RIGHTS, AND DUES

Section I 

Membership is open to all CLPCCD classified professionals, faculty, and administrators who self-identify as LGBTQ+ or as allies who support QuEEN's mission. The types of membership are full and affiliate.

Section II 

Full membership is extended to those who have paid their annual membership dues. Full members have voting rights and may not hold office. 

Section III 

Affiliate members shall not have voting rights and may not hold office. 

Section IV 

Annual membership dues shall be twenty-five dollars ($25) and are effective July 1 through June 30 of each calendar year. Dues are payable to the Master of Coin.

ARTICLE IV  GOVERNANCE STRUCTURE, OFFICERS, AND TERMS OF OFFICE

Section I

The QuEEN's Council shall be composed whenever possible of one classified chair, one faculty chair, and one administrator chair. The Chairs shall preside at all meetings and shall prepare the agenda for meetings. Members may add suggested agenda items up to 7 business days prior to the upcoming meeting. The power to act on behalf of QuEEN is vested in the QuEEN's Council. Such power shall be exercised only after members have been reasonably consulted and provided an opportunity for input. 

Section II

The Master of Coin shall serve as QuEEN's treasurer. The Master of Coin shall handle QuEEN's financial affairs and budgeting, maintain all necessary accounting records, and prepare financial reports for the membership. The Master of Coin shall collect all dues and revenue and deposit it into QuEEN's account.

Section III

The Communications Secretary shall be responsible for drafting and distributing QuEEN's minutes, maintaining QuEEN's membership roster, and disseminating correspondence from QuEEN. The Communications Secretary may perform additional, relevant duties as needed by the QuEEN's Council.

Section IV

Only full members may hold office and only one office may be held at a time. 

Section V

The term of office shall be two years (July 1 through June 30) and there shall be no term limits. 

ARTICLE V  MEETINGS

Section I

A minimum of seven (7) regular monthly meetings shall be held annually at a time and place determined by the QuEEN's Council. 

Section II

Special meetings shall be called by the QuEEN's Council or by petition of three voting members. The time and place will be set by consensus. 

ARTICLE VI  ELECTIONS AND VACANCIES

Section I

Officers shall be elected every two (2) years. Elections shall take place in May during the regular meeting of QuEEN. 

Section II

Nominations for officers shall be made at the regular meeting immediately preceding the election. Nominations may also be made from the floor immediately prior to the election for each office. Members may nominate themselves for an office. 

Section III

Officers shall be elected by majority vote. If no candidate receives a majority vote, a runoff election shall be held. 

Section IV

Votes shall be cast in the manner agreed upon by the voting members. 

Section V

Should an office become vacant, a special election shall be conducted to fill the office for the remainder of that term. The special election shall take place at a regular meeting of QuEEN.

ARTICLE VII  COMMITTEES 

Section I

Standing or ad hoc committees may be establish by the QuEEN's Council and shall perform such duties as defined in their establishment. 

Section II

The QuEEN's Council shall appoint the committees. 

ARTICLE VII  AMENDMENTS

Section I

This constitution may be amended by a two-thirds majority vote of the voting membership. Proposals for changes shall be submitted to the QuEEN's Council two weeks prior to the next regular meeting to be heard.
